Instructions: Stir caraway seeds in large nonstick skillet over medium heat until fragrant, about 1 minute. Stir in oil and crushed red pepper.
Add the peppers and garlic, cover and cook over low heat, about 10 minutes, stirring occasionally. Uncover and saute, stirring frequently until the peppers are tender and lightly browned, 15-20 minutes. Stir in the vinegar, if desired. Season with salt, cool, and serve on top of the potato cake.
