Instructions: Combine water, milk, and lemon, and heat until simmering. Add cod. Adjust liquid to cover fish. Simmer gently but do not allow to boil for 10 minutes for each 1-inch of thickness of the cod fillets. Remove from liquid and garnish with parsley.
