Instructions: In a small bowl, combine flour, paprika, and salt. Toss meat in flour mixture to coat.
In a large saucepan or Dutch oven, brown meat in hot oil. Add water, caraway seed, pepper, sauerkraut, and onion; mix well. Cover; simmer 30 minutes or until meat is tender, stirring occasionally.
