Instructions: Cook diced potatoes. Melt butter in quart kettle until golden brown. Add carrots and onions. Cover and cook until tender. Remove from heat; blend in flour. Stir in milk. Add cooked potatoes, rest of ingredients. Add instant potatoes to desired thickness. Heat slowly so it doesnt burn, until hot.
