Instructions: Blend sugar, oil, egg, vanilla and milk thoroughly. Mix together flour, baking powder and salt and add to mixture. Mix together topping ingredients in a small bowl. Grease 8 or 9 inch pan. Pour 1/2 of batter and top with half of streusel filling. Add remaining batter and crumble streusel topping on top. Cook at 350 degrees for 35-40 minutes.
