Instructions: Prepare dinner as package directs, but use only half of cheese provided in package save remaining half for topping.

Brown ground beef with onion and bell pepper; drain. Add chili powder, salt and pepper. Mix together soups and half-and-half; combine with ground beef.

Pour shell and cheese mixture on bottom of 9x13-inch baking dish. Cover pasta with meat and soup mixture. Top with reserved cheese and 1/2 jar of Cheez Whiz. Bake in a 350 degree oven for 20-30 minutes. Serve hot.
