Heat the oil in a heavy saucepan over med-high heat. Add the onion and bell pepper and saute stirring constantly, until the onion is golden, about 5 minutes. Stir in the rice, chili powder, oregano, cumin and cayenne. Add the broth, tomatoes, and lentils, bring to a boil, reduce the heat, cover and cook about 45-50 minutes, until the liquid is absorbed and the rice and lentils are tender. Fluff with a fork, taste and adjust seasonings, serve. NOTES : Here is a delicious accompaniment to a roast chicken, poached fish or broiled meat-or a hearty and very healthy vegetarian entree.
