Instructions: In 9 inch nonstick skillet heat oil; add onion, pepper, cilantro (or parsley), and garlic and saute over medium high heat, stirring frequently, until vegetables are tender, 1-2 minutes. Add beans and continue cooking stirring frequently, until mixture is heated through, 2-3 minutes. Spray a 11/2 quart shallow flameproof casserole with nonstick cooking spray; spread bean mixture in a casserole and sprinkle with cheese. Broil until cheese is melted, about 1 minute. Serve each portion with 3 tortilla wedges.
