Place the peppers in a bowl and add the oil, parsley, salt, pepper, garlic, vinegar, and basil. Marinate overnight in the refrigerator. A few hours before serving, remove from the refrigerator and let sit at room temperature. Cook the pasta and drain. Immediately toss with parmesan cheese. Add the marinated peppers and mix well.
