Instructions: Mix together the flour, salt, brown sugar and shortening like pie dough and reserve 1 cup of crumbs for topping.

Mix syrup, water, and soda before adding to the crumbs. Grease and dust with flour a 9x13-inch cake pan. Spread batter evenly into pan and top with the 1 cup remaining crumbs. Bake at 350 degrees for 45 minutes.
