2. Melt butter in large frying pan. Add flour; cook constantly, until lightly browned. 3. Add tomatoes, green pepper, garlic, salt, thyme, parsley, bay leaf, celery salt, pepper, and salt; simmer 15 minutes. 4. Add shrimp to frying pan; simmer for 5 minutes. 5.
