Melt 2 Tbsp butter in deep saucepan over med heat. Reduce heat, add carrots, celery and onion, and cook, covered, for 10 min. Stir occasionally. Add rice, salt, cinnamon, raisins and water to pan and bring to boil over high heat. When the water has been reduced to the level of the rice, lower heat, cover and cook 15 - 20 min, stirring occasionally. Just prior to serving, add remaining butter.
