Instructions: Heat oven to 400 degrees F. Cook and stir the ground beef in 10 - inch skillet until brown; drain. Stir in catsup, water, onion and bouillon. Heat to boiling. Reduce heat and simmer, uncovered, stirring occasionally, for 5 minutes. Mix baking mix and milk until soft dough forms; beat vigorously 20 strokes. Spread half the dough in an ungreased square pan, 8 x 8 x 2 inches. Top with beef mixture. Drop the remaining dough, by spoonfuls, onto top.
