Instructions: 1. Prepare mashed potatoes according to your favorite recipe but make them a little stiff.
2. Line the bottom of a greased 9-inch pie plate with potatoes. 3. Brown beef and drain. Run cold water over peas and carrots and drain. 4. Combine beef, peas and carrots, mushrooms, soup, gravy mix, onion and pepper. 5. Spoon into pie shell. Bake at 350 degrees for 30 minutes. Email this Recipe:
