Instructions: Melt caramels and evaporated milk together. Combine in a separate bowl all other ingredients (but the chocolate chips). Press half of mixture into a greased pan (9x13). Bake at 350 degrees for 6 minutes. Sprinkle chocolate chips over the crust. Spread on caramel mixture. Dot remaining dough over the caramels. Bake for 12-15 minutes. Cool before cutting.
