Instructions: Saute onion, garlic, bell pepper, celery and onion tops in oil. Add Rotel tomatoes, tomato sauce, lemon juice, and water. Simmer 30 minutes. Add seasoned turtle meat and simmer 1 hour. Serve over hot rice.
