Instructions: In a wok, heat vegetable oil, add green onions and garlic, and stir fry 3 or 4 minutes until just beginning to color. Add bell pepper, chilies and water chestnuts; stir-fry 1 minute. Stir in remaining ingredients except sesame oil and cook 3 minutes. Serve sprinkled with sesame oil.
