Instructions: Pour boiling water over walnut halves, let stand for 2 minutes; peel and dry completely on paper towel. Mix glutinous rice flour, flour, baking powder, salt with 5 tablespoons water to make batter. Wash green and red pepper; discard stems and seeds; and cut into cubes. Heat oil to 325F; deep fry walnut halves for 15 to 30 seconds until golden brown; do not burn; drain on paper towel. Dip fried walnut halves in batter; then deep fry again in oil until golden brown; drain on paper towel. Heat 1 tablespoon oil, add green and red pepper and scallion and stir-fry for 1/2 minute, add salt to taste. Mix vinegar, sugar, catsup, soy sauce, salt, cornstarch and water in a saucepan over medium heat, stirring until thickened. Add walnut halves, green and red pepper and scallion, stir well and serve.
