Instructions: SAUCE: Melt sugar in-a heavy saucepan, stirring constantly. When it is brown, remove from heat and stir in fish sauce. The mixture will bubble up. put back on heat until the sugar is completely dissolved, about 3-5 minutes. Cool thoroughly. Always use cold sauce and bring it up to temperature along with the chicken wings or the sauce will turn to globs of sugar.
WINGS: Combine all ingredients in a heavy saute pan, frying pan, or Dutch oven. Bring mixture to a boil, simmer 30 to 40 minutes or until chicken is tender. Every ten minutes or so, stir the mixture over the wings to coat.
