Instructions: Heat oil in heavy saucepot over medium heat. Add onions, cook, stirring, 8-10 minutes until well-browned. Add rice, celery, carrots, scallions, garlic, thyme and red pepper flakes. Cook 2 minutes. Add chicken broth.
